NEW YORK (AP) — Stocks are slipping Tuesday, and oil prices keep rising while Wall Street waits for the Federal Reserve’s latest decision on interest rates.The S&P 500 was 0.7% lower in afternoon trading, a day after barely budging. The Dow Jones Industrial Average was down 273 points, or 0.8%, at 34,349, as of 12:30 p.m. Eastern time, and the Nasdaq composite was 0.8% lower.Stocks have been see-sawing for weeks on uncertainty about whether the Fed is done with its market-shaking hikes to interest rates. By pulling its main interest rate to the highest level in more than two decades, the Fed has helped inflation to cool from its peak last year but at the cost of hurting prices for investments and damaging some corners of the economy.The Fed is beginning its latest meeting on interest rates Tuesday, with an announcement scheduled for Wednesday. ABUJA, Nigeria (AP) — Nigeria’s main opposition candidate in this year’s presidential election appealed a ruling that upheld President Bola Tinubu’s victory and asked the nation’s Supreme Court to declare him the winner instead, according to documents seen by The Associated Press on Tuesday.In the documents filed, the Peoples Democratic Party’s Atiku Abubakar, who came second in the election, said the appeals court which dismissed challenges against Tinubu’s election victory this month “erred in law” by not supporting claims of illegality.The appeal is the first of three expected from the opposing candidates challenging the election of Tinubu who is attending this year’s United Nations General Assembly as a first-time president. DALLAS (AP) — A man accused of killing nearly two dozen older women and who was convicted last year in the slayings of two was killed Tuesday morning by his cellmate at a Texas prison, an official said.Billy Chemirmir, 50, was found dead in his cell, said Texas Department of Criminal Justice spokeswoman Hannah Haney. She said that Chemirmir's cellmate, who is serving a sentence for murder, was identified as the assailant, but said she couldn't release the cellmate's identity or how Chemirmir was killed.The first capital murder trial of Chemirmir for the slaying of Lu Thi Harris, 81, ended in mistrial in Dallas County. He was later convicted in a second trial for Harris’ death and convicted of a second killing in the death of Mary Brooks, 87.Authorities said Chemirmir preyed on older women, killing them and stealing their valuables.
